Our user id for system access is created after the hire action for an employee is complete and the employee id has been created. Central HR must review all hiring actions and we need an entry in the audit log to show the review is done. We want to set the employee in one status to complete the hire action at the agency, then trigger from that work unit the work unit for Central HR, to be completed sometime later.
